Think of it this way: - if you are creating/granting/revoking something, the current sqlid is the only id that is checked for authority - if you are altering/droping something, the authority can be derived from the current sqlid, or any secondary sqlid.

Payroll runs best in parallel when you can set up your run cntls to process companies concurently, or process paygroups within companies concurrently. You can probably get away with little contention if you set all updated tables to row level locking. If the dynamic rebind you mention fails, then the plan/package becomes inoperative requiring an explicit rebind/bind. However if the dynamic rebind succeeds, the plan/package becomes valid again.
