Not knowing what is in each of these tables, I would guess that when you do a union it gets rid of duplicates. By changing it to the CASE statement, you are now getting those rows.

Although the two separate queries on either side of the union will almost always be different (unless the values are 0 and blank), duplicate rows in each separate query will now only show one row.
