First, NULL-columns have a indicator byte, which is X'FF' for NULL values, and so it could be that RUNSTATS considers the NULL values as very large values, with respect to the stats columns LOW2KEY and HIGH2KEY. Maybe this is what the user observed.
Another idea: RUNSTATS by default computes the first 10 peak values of a given column and puts this values and their percentages in some catalog table (SYSCOLDIST, I think). If a given column is often NULL, this NULL value may appear (in my opinion) in these peak values. [...]

You don't mention what platform you are running on, but you'll have to take care of it using your native operating system commands. For example, on UNIX you would use "ps" to identify the process ID, then use "kill" to terminate the process. Before I answer your questions, I just want to point out that I know a lot of non-mainframe developers don't test their applications extensively. QA is a foreign word to them.
1) We have used a similar method you describe in your technique for single row update session with timestamp instead of update seq number. The idea is the same and it should work. Can anyone give me some advice and tips on a strategy for a Metadata repository. We are extremely limited in budget, and we'd like to explore what options are available to us.

I think this query should take 25 minutes. Its joining on SUBSTR and EXPLAIN shows lots of table scan. Follow some of these general purpose rules (whichever apply):-
1) Change non-correlated subquery to some effective methods if size of the inner table is large. The effective method could be join or correlated subquery. Looks like table BOSSCTRL_DAY is small and have one row only but table P2PO_KIT_ORDER may be a trouble. Even if BOSSCTRL_DAY is having 1 row, why not SELECT it before this query and make this query little bit simpler. [...]
