In case you've not already looked, aside from the reason code explanation, there's also some good info on the S04F message in the DB2 Messages and Codes manual.
As the S04F error indicates DB2 effectively pulled its own plug to maintain data integrity, I'd look to see if anything was running at the time of shutdown and, specifically, what they were doing. [...]

I wouldn't be surprised if that is what could happen.
However, the same problem can occur if a bunch of threads are doing simultaneous tablescans on that same table (for example) while your thread is trying to get one synch i/o to run. The problem here is I think DB2 tries to order the i/o by head movement... so the multiple table scans will drive all the i/o to the device until the tablescan(s) are trying to read from the same head that your synch i/o is trying to read from. I've raised this relatively minor issue with IBM but, although they've been very helpful, I'm no closer to cracking it. Hopefully one of you might have some additional suggestions I can track down.
We've got DB2 for z/OS V8 CM and File Manager for DB2 (among other things) V6R1, PTF level UK14864. We also have a local version of the DSNXVTDX date exit to show dates in dd/mm/yyyy. While I have no doc to back this up, I do have data from my own observations. Even though your literal is not one of the top 10, the frequency stats still tell the optimizer something... that is how much of the table the top 10 consume. Let's say that the top 10 values actually represent 90% of the data. You then send in a literal that isn't one of those. The new filter factor would be something like (1/(COLCARDF-10))*.1 since only 10% of the data is left. When you switch it to a host variable you are back [...]
