A DROP TABLE is not enough to "free" an OBID from the DBD. In order to free an OBID, either the TABLESPACE must be dropped, or the TABLESPACE must be REORGED and then all SYSCOPY rows for the TABLESPACE containing the table must be removed via MODIFY RECOVERY.
