Have you ever looked into File-AID EX (new name for File-AID CS)? The compare has, as one of the its functions, the capability you are looking into. (Others include comparing XML, data, files etc)

I'm pretty sure you can write one function, issue two CREATE FUNCTION
statements with the same function name, one with 2 parms and one with
3 parms, and point both functions to the same physical routine and
give them different specific names. At runtime, the function can
determine how it was called (via its specific name in the parm list)
