We had similar problems shortly after our implementation of the RACF/DB2 interface in June. The culprit turned out to be CICS. Apparently, there was a bug with the CICS/DB2 attach facility involving DB2 thread reuse and passing bad ACEE addresses to the RACF/DB2 interface. The bad address would cause the interface to crash with an 0C4 abend, and DB2 would then route all security requests back to native DB2 security checking. The only way to get around this problem was to stop/start the DB2 subsystems into order to restart the RACF/DB2 interface. Your DB2 packs are SMS managed, not DB2 stogroup managed. There have been discussion on this list about specifying a one '*' or multiple '*' in stogroup definition to limit or expand the number of volumes for a SMS managed DB2 pageset. But it does not work that way. ACS routines in SMS decides which SMS STORGROUP, the DB2 datasets qualify for based upon the a mask for dataset names and if that stogroup has more than one volume (which will always be the case), then DB2 datasets will/may expand to multiple volumes upto 255 extents. When a plan is bound with PKLIST(...) the only thing that is in the plan are the package _names_ you supply in the list - there are no actual links to the packages. There are 2 authorities on Plans pertinent here BINDAUTH and EXECUTEAUTH.

You've given the person the latter. What he needs is BINDAUTH. If it's an existing plan, whichever User last bound the plan(or whichever ID is specified in the Owner(...) parameter on the Bind statement has Grant authority for EXEC & BIND on that plan. That user can either Free the plan or Grant Bind authority to the person you want to be able to bind. I'd recommend the Grant option. It leaves other authorities intact. Free blows away all evidence of the plan, including of course EXECUTEAUTH. My site has never seen lots of queries start performing worse than before in any release of DB2 or maintainence level.

There are some caveats however:

1. DB2 cannot select good access paths without good Catalog Stats. for ALL columns in the table (not just index columns). Good stats means stats that will help DB2 calculate filter factors that are meaningful. Some of the stats may need manual adjustment for skewed data, particularly COLCARDF.
